Monitoring & Evaluation

The monitoring and evaluation of our project is carried out at three different Ievels:

  • lnternally to each participating institution, it consists in a set of monitoring instruments,  in the form of regular meetings, qualitative and quantitative targets, and implementation reports, as well as the Instruments for an on-going evaluation of implemented actions.
  • Among participating institutions, experience sharing through the CoP (AGORA), Project Management team meetings and Consortium board meetings will make possible a continuous assessment and enhancement of actions engaged as part of the GEAPs.
  • Externally to partner Institutions which will implement GEAPs, the monitoring and evaluation will be performed by a) the members of the Advisory committee and b) the evaluation structure (CESIS). Only "external evaluation" will be considered under WP8.

External evaluation aims to assess the efficiency of the measures and instruments designed and implemented through the Gender Equality Action Plans. lt is carried out for the full duration of the project, mainly on an annual basis. lt is also meant to put into perspective remaining challenges to be addressed and modifications to be brought to the overall strategy of the project. More specifically, the main objectives of WP8 are the following:

  • To improve self-awareness about inequalities & discriminations in each participating Institution.
  • To improve decision-making processes concerning the design and implementation of the GEAPs
  • To generate information on the implementation and dissemination process of EGERA GEAPs.
  • To assess the innovative nature of the actions proposed.
  • To assess the sustainability of the actions engaged.
  • To assess the effectiveness and the anticipated impact of the actions proposed
  • To assess the institutional progress gradually achieved.

Description of work

The monitoring and evaluation work will be carried out: a) by the Advisory Committee, made of senior researchers and policy officers, which will gather once a year to follow up the achievements of EGERA and to provide recommendations on the general implementation of the project; b) by the evaluation structure (CESIS) that will develop a methodology for impartial monitoring and assessment throughout the duration of the project (M1). This will cover the monitoring of consortium activities through appropriate instruments, and the evaluation of the Project with respect to identified objectives and methods. A dual evaluation focus is thus proposed: on the EGERA Project as a whole· and on each Gender Equality.Plan (and annexed Gendertraining plans).

A set of evaluation tools will be adopted, to be designed and implemented taking into account the specificities of the actions to be assessed , e.g. training sessions, targeted measures, Community of Practice. These evaluation tools will include desk documentary analysis, monitoring forms, face-to-face or on-line questionnaires, remote or face-to-face interviews, and focus groups.

The monitoring of the Gender Equality Plans over the duration of the Project will entail the design of additional measures where appropriate.

Description of work

1. GEAPs design evaluation (M1-7) will assess the relevance of the Plans and the adequacy of the objectives to the problems and challenges identified; their internal coherence (articulation among the general objectives, the specific objectives and the actions engaged in each Plan); their external coherence (Relationship with EU and domestic gender equality policies); the innovative content of the proposals, measures implemented, and of the processes and strategies. This task will also entail the evaluation of the design of Gender Training Plans annexed to GEAPs on M6.

2. Monitoring of the operationalization of the Project (M3-M46) will address management procedures and the decision-making process in the consortium; the dissemination strategies of the Project and the ones of each Plan; partnership building for the design & implementation of each Plan, the support from the highest management structures of the institutions concerned.

3. Monitoring of the implementation of the Project (M3-M48) will measure the degree of implementation of the activities foreseen in the different WPs; the degree of implementation of the activities foreseen in the different Plans; the number and characteristics of the recipients of the actions implemented (comparison with initial targets, possible deviations and respective causes); the adhesion of the recipients to the actions implemented; the participation of the different categories of actors and institutional agents involved in each Plan. Task 3 will also consider the hindering factors to the development of the Project/of each Plan, as weil as success factors.

4. Evaluation of Outcomes /Impact (M24-48) will identify the direct outcomes of the Project I of each Plan at the level of the participating organizations; the recipients of the actions; the networks within and outside participating institutions. lt will also consist in assessing the observed outcomes compared with the initial objectives, considering the resources available (efficiency), as well as the sustainability of the actions engaged.

Task 2-4 will be carried out on an annual basis, and structured by Project Management team and Consortium Board meetings, and the annual evaluation reports.
